Bally’s is the premier provider of land-based gaming and interactive entertainment in the United States. Our history dates back to 2010, when we operated a single casino property – the Twin River Casino – located in Lincoln, Rhode Island.
From those humble beginnings, we’ve grown significantly to become one of the largest, regional casino operators in the U.S. with 15 casinos across 11 states (including pending acquisitions). With more than 6,000 employees, our operations include 12,890 slot machines, 443 table games and over 2,904 hotel rooms.
In addition to expanding our casino footprint, we’ve also evolved our entertainment offerings to include online sports betting and gaming products such as daily fantasy sports and free-to-play game services.

We’re the largest and most diverse casino operator of all the bidders. We understand what it takes to develop and operate a successful casino that supports its surrounding communities. We’re also conflict free, with no ownership stake in any nearby casino. In fact, our closest casino is more than 200 driving miles from Richmond.
Our vision for the Bally’s Richmond is a world class destination that serves as an economic engine for the Richmond community, transforming it into a tourist destination that supports the growth and development of small and emerging businesses. We want to bring our knowledge and expertise to help generate economic stimulus and create employment opportunities for the City of Richmond.
We’re also committed to becoming an active member of the City and deeply woven into the fabric of the Richmond community. To ensure that our project fosters significant opportunities for Richmond’s local groups and organizations, as well as small, emerging and minority-owned businesses, we’ve entered into strategic partnerships with multiple leaders of the greater Richmond community, including the Lanier Family and Warren Thompson, Founder of Thompson Hospitality. We also recently became a Platinum member of the Virginia Council on Problem Gambling demonstrating our intention to promote responsible gaming practices in the RVA community and the Commonwealth of Virginia. The Carolinas-Virginia Minority Supplier Development Council, Virginia Asian Chamber of Commerce and Northern Virginia Black Chamber of Commerce have also committed their support to the Bally’s Richmond project.
Bally’s proposal provides the best project at the best location.
One of the most attractive elements of the Bally’s Richmond is its ideal location – a 61-acre site at the intersection of the Powhite and Chippenham Parkways on the western border of the City. This undeveloped parcel of land provides convenient highway and transit access. It’s also layered with environmental opportunities given its close proximity to the downtown Richmond area and surrounding neighborhoods. Importantly, this beautiful site provides flexibility for our campus-like approach to development while minimizing disruption to nearby neighbors and businesses with limited traffic congestion.
Our proposal also provides the most generous financial package to the City of Richmond, its residents and business owners. Our all-in project cost totals $650 million, including a $100 million up-front payment. Additionally, we estimate that the Bally’s Richmond will attract approximately 3.7 million visitors annually, generating $5.3 billion in economic value to the City of Richmond over a 10-year period. We are also targeting minority business participation of 30% for construction and up to 40% for professional services.
Finally, our innovative “Richmond Rewards” program, which will incentivize players and guests to apply their earned rewards at local Richmond retail establishments, will generate approximately $30 million in revenue annually.
The Bally’s Richmond puts Richmond first. As part of our community-first efforts, we intend to provide:
- Employment Opportunities: The Bally’s Richmond project is expected to create 4,300 construction jobs and more than 2,000 permanent jobs upon completion, with an average annual salary of $52,000 that far exceeds a $15/hour threshold.
- Local HBCU Support: We will work with historically Black colleges and universities to provide education and training opportunities, internship programs and prospects for long-term employment.
- Career Advancement: To promote careers within the hospitality industry, we will provide a rotational management training program, job-shadowing workshops and opportunities to local students and individuals.
- Sponsorships: We will sponsor the work and local charitable organizations of our minority investor partners.
- Tourism Promotion: Leveraging the Bally’s Richmond and its state-of-the-art visitor center, we will drive traffic to the greater Richmond area, transforming the City into a tourist destination.
- Ongoing Collaboration with The City of Richmond: We will work with the City of Richmond and local organizations so they have a voice in the project and future opportunities it will create.
What kinds of economic opportunities will the Bally’s Richmond bring to the local Richmond community?

Our partnership with Warren Thompson, Founder, President and Chairman of the Board of Thompson Hospitality, will bring Thompson’s local restaurant concepts and minority employees to the project. We’re also partnering with the Lanier family – Willie Sr. and Jr. – who are supporting our efforts, and will help with our community outreach programs and providing construction and development services.
Additionally, we also recently became a Platinum member of the Virginia Council on Problem Gambling demonstrating our intention to promote responsible gaming practices in the RVA community and the Commonwealth of Virginia. We have listened to concerns on behalf of neighborhood residents and businesses regarding the potential for Bally’s Richmond to generate an increase in local traffic, and we have developed a comprehensive traffic solution that provides for NO access to Bally’s Richmond from Forest Hill Avenue.
In addition, our plan provides for significant roadway / infrastructure investment, which will unlock development opportunities across the region.
Our design provides convenient access from the casino for patrons, but will also efficiently direct traffic away from local major roadways.
We understand that local residents and business owners may have concerns that the Bally’s Richmond will contribute to an increase in neighborhood noise.
We’ve actually proposed to strategically situate the site to prevent an increase in noise. The facility will be in close proximity to the Powhite and Chippenham Parkways interchange. This location provides substantial noise buffering via landscaped greenery, natural wetlands and existing trees, as well as railroad tracks that separate the facility from commercial / residential communities. In fact, train traffic across existing railroad tracks is likely to produce more noise than Bally’s Richmond.
In addition, the nearest commercial / residential properties are approximately 0.25 linear miles from the site, ensuring minimal, if any, noise impact to local neighborhoods.
Our multi-purpose entertainment venue will also be situated closest to the interchange. In the event that there is a live, outdoor act, sounds would resonate towards the interchange with the hotel tower acting as a convenient and effective noise buffer.
We are committed to preserving and enhancing the natural beauty of our site, including any wildlife and wetlands. To that end, we have been conducting environmental impact surveys and studies to ensure that Bally’s Richmond is in complete compliance with all environmental regulations. We intend to seamlessly integrate the natural, wooded surrounding and wetlands into our overall design.
Currently, the development site does not enable visitors to view the surrounding wetland areas. As part of our plans, we will build bridges over existing streams and work with a landscaping company to enhance and protect the wetland areas. This will allow visitors to pleasure in their beauty.
“Richmond Rewards” is a unique, interactive program that will incentivize players and guests to redeem the rewards they earn while playing at the Bally’s Richmond at local retailers. It is a win / win / win for Virginia, Richmond’s small businesses and the Bally’s Richmond.
Working with our local partners, we will solicit small businesses within the Richmond area to join this innovative program and will work with participating organizations to offer the best array of rewards.
Players and guests will be able to view participating businesses and their products through a virtual mall located inside of the casino as well as a virtual store that is easily accessible from mobile devices.
Rewards are calculated based on time played and average bet, with no regard for outcome. This means that all of the Bally’s Richmond players can have a winning experience while accumulating points.
In addition to earned points, Bally’s Richmond will design promotions to drive spending activity at participating small businesses.
The program is estimated to grow Richmond’s economy by $30 million in economic activity and spending annually, and create 289 new jobs for local residents.
Responsible gaming is a top priority for Bally’s. In 2020, we spent more than 4,500 hours of responsible gaming training to staff members. We have a corporate policy that requires all employees to be trained on responsible gaming to ensure staff members are prepared to provide assistance to individuals who may be unable to keep their gambling at responsible levels.
We are also committed to ensuring that best-in-class responsible gaming practices are implemented and followed at all of our facilities, and that resources are available to support any individual who shows signs of potential problem gaming.
